Finally, candidates who meet all conditions except (3) may be referred to the Deputy General Manager if they are IT engineers.

Should the given candidate be recruited? As of February 1, 2012, the candidate in question possesses a BCA degree, which may be considered equivalent to an engineering degree if they meet the other conditions.
